Coro Police Civil Service, the positive impacts on the police community are various. For e having a department with civil service sets the standards for hiring, promotion, and job retention and eliminates the potential for bias choices, also police do not have to re-apply whenever there is a change in the current administration (Mayor, city officials, etc.). Also promotional exams helps with fighting internal corruption and favoritism within the department, this helps everyone have a fair chance. On the negative aspect, one would be that the Texas local government code chapter 143, made civil service available to local governments only by referendum or local option, a second one is that civil service is mandatory for cities with populations over 100,000. For Police Collective Bargaining, a positive impact is that police are represented by “associations”, which protects officers. A second one is that cities are in better financial positions to be able to afford arbitration, which helps officers in legal matters and disputes. On the negative aspect, the process of local referendum has been very slow with only a few towns in the valley passing collective bargaining, as well as sometimes officers and cities have to cover the costs of an arbitrator if funds aren’t sufficient to cover the costs.
