For distinction standard, learners will evaluate different types of projects (teacher can provide
examples or you can use one from your experience at work, home etc.) that use different types of
planning application and methods of building control, assessing the options for each scheme, and
coming to a conclusion about what they believe to be the most appropriate. Learners will validate
their discussion and justify why they believe the chosen types of PA and methods of BC applications
to be the most appropriate. If they can do so, they will demonstrate higher-level thinking, which is
essential at distinction level and is more important than aligning with any preconceived thoughts
held by the teacher.
For merit standard, learners will analyse in detail the different types and methods of building
application (householder planning consent, full planning content, outline planning content….) and
building control (full plans, building notice, regularization certificate), considering when each
method of application would be used, and when and why an applicant may choose to use an
alternative method of control to that of the traditional local authority route.
Their discussion will be considered and will describe the options available, without necessarily being
evaluative of each one individually.
For pass standard (P1-P4), learners will describe the basic key legislation and agencies in planning
process and building control process and the different methods of control and implementation.
They will also describe the range of methods available to demonstrate compliance with building regs
and expand this specifically to consider the Approved Documents. At this level there is no need for
an in-depth analysis of each aspect, but there is a requirement to demonstrate a clear understanding
of the whole process and how it works in the industry. Learners should make reference to the 1947
Act, Building Act 1984 and to how the Building Regulations 2010 relate to this. They should discuss
who is responsible for the implementation and regulation and the different ways in which the
applicant can demonstrate compliance. There is no requirement to go into detail about the contents
of each of the Approved Documents or planning application type, but it is expected that they can
name them all, as well as the broad areas they cover. Learners will select one for PA and one for BR
as an example and describe in greater detail how the contents of the document will ensure
compliance is achieved, for example using pertinent and succinct extracts from the Building
Regulations 2010, alongside the relevant part of an Approved Document, to demonstrate a sound
understanding.
