How does the management correlate with Human Services?

If an agency has established culture, it tends to be strong, giving it a competitive advantage (social cohesion). However, most agencies have cultural ambiguity, due to differing values, multiple goals, indeterminate technology, uncertainty over results. Furthermore, once established culture is hard to change. There is direct correlation with these same things in management. How does management correlate with human services?
