Assessment 2 (2023)
This assessment item requires students to apply their knowledge of key economic ideas
and frameworks and also technical and analytical skills.
Late Submission of Assessment
Assessment work submitted after the due date will be marked only with an approved
extension (
E/6.8.2). Assessment work submitted after the due date without an approved
extension or, where an extension has been granted, after the extended due date, will
normally not be marked and a grade of 1 or 0% will be awarded against the assessment
item. Extensions are normally granted where:
• the student has made a written request for an extension prior to the due date for
the assessment item; and
• the student has justified their request on the basis of relevant
special circumstances
that prevent completion of the assessment task by the specified deadline .
Please Note:
Assignments must be prepared according to the guidelines in the publication “Cite/Write”,
which students are advised to purchase from the QUT bookshop. Students are expected to
use non-discriminatory language at all times.
A list of references (as distinct from a bibliography) must be provided at the end of each
assignment. A format recommended in the above publication must be used.

Academic Integrity
Academic dishonesty, including plagiarism, is a serious breach of QUT Student Rules relating

Question (2000 words, 40 marks)
A recent study published in The Lancet investigates how 1.6 million adolescent school
students, aged 11-17 years, across the world are faring in terms of the WHO
recommendations for physical activity. Link to The Lancet study:

It turns out the Australian adolescents are currently among the worst – ranking a lowly 140
out of 146 countries studied. The WHO recommendations for this age group is a minimum of
one hour of moderate to vigorous physical activity each day (e.g., jogging that leaves one
sweating).
The study finds that 89% – that’s just under nine in ten Australian adolescents were not
meeting global physical activity recommendations in 2016. This figure is up from 87% in 2001,
indicating a worsening situation.

a) Suppose you are a health economist at the state Department of Health, responsible
for designing of appropriate low-cost health interventions. Describe an
implementable, short-term intervention using insights from behavioural economics
(nudge or change in choice architecture) that aims to increase physical activity level
(prevent obesity) among the school students in grades 5-12. (
10 marks)
b) Suppose the Health Department has agreed to implement your intervention. You are
required to provide a report on the impact of your intervention measured one year
after the implementation.
i. Describe how your intervention design would allow a scientific impact

evaluation. (5 marks)
ii. Discuss the strengths and weaknesses of the intervention in the light of short
versus longer term impacts and potential unwanted side-effects. (
5 marks)
c) Describe in detail, with some plausible data on the cost and benefit components, the
process of an economic evaluation of the intervention suggested in part (a) using
cost
effectiveness analysis. (20 marks)

Please consider the following key issues as you undertake your economic evaluation analysis
in part (c):
a) The perspective of the study: Consider cost of obesity to the individual with illness or
to the society as a whole
b)
The intervention time frame: Short-term, as stated in the part (a) of the question.
c)
The analysis time frame: You need to decide how long we should wait to see change
in outcome of interest if the intervention is successful. For prevention strategies, the
time frame should capture all potential costs and benefits of the program. However,
you must consider how realistic and feasible data collection will be (i.e., very few
outcomes might be detectable within a short period after screening, but very longterm follow up may not be feasible). If data collection in the long run is not feasible,
what are the alternative outcomes that will still reflect the outcome of interest? What
assumptions are you making regarding the alternatives as proxies for outcome of
interest?
d)
Data on all types of costs to be considered: Including costs relating to actual
implementation of intervention.
